A legal notice of the sale of a delinquent improvement bond, dated 19 September 1961 and signed by Robert L. Hegnauer as treasurer of the City of Banning, California. The study identifies him as Robert Lucius Hegnauer (1887–1969), who was the city's treasurer from 1960.
